Rossi's Relationship With University of Bologna Continues
Despite early reports that were incomplete, we now know Andrea Rossi's relationship with the University of Bologna is set to continue, and never ended in the first place. An official statement from the University of Bologna makes this clear.

Andrea Rossi is the inventor of the E-Cat
(Energy Catalyzer), the world's first robust and powerful cold fusion technology. A non-contractual relationship between his company, Leonardo Corporation, and the University of Bologna has existed since before the first public test of the E-Cat in January of 2011. Multiple scientists from the University of Bologna assisted with tests of the E-Cat throughout last year, which demonstrated the tremendous potential of the technology to produce copious amounts of energy in a safe manner.
In addition to the non-contractual relationship, a more formal contract to start a two year research and development project with the University of Bologna was signed. However, it would not become "active" until a $500,000 payment was made from Leonardo Corporation. Recently,
New Energy Times (NET) posted a story
with a quote from Dario Braga, who is a director of scientific research at the university. Braga stated that the contract ended, and there was no longer any relationship between Leonardo Corporation and the University of Bologna. NET painted the information in a way to make it look especially damaging to Leonardo Corporation.
In response to the above revelation, I was requested by Sterling Allan to send an email to Andrea Rossi to obtain clarification. He responded with the following...
"DEAR HANK: PLEASE PUBLISH EVERYWHERE YOU CAN: THE STATEMENT OF [NET]
IS TOTALLY FALSE!!!"
This led me to do additional research into the situation. I then discovered that Danielle Passi was urging people on his blog

to not jump to conclusions until all the facts were in. Later that day, he was able to obtain an email statement from Dario Braga about the situation.
That I can confirm to the best of my knowledge the Contract Between the Dept of Physics and the company has-been canceled EFA Because unfulfilled at the deadline and AGREED that there is no further relationship Between the company and the university based on that contract.

Eventually, an official statement from the University of Bologna appeared. It indicates that although there is no relationship with the university in regards to the contract that was terminated, they are available to carry out independent measurements on the heat produced by the E-Cat. Basically, they are willing to continue working with Andrea Rossi just like they did in 2011, without an active contract.

Bologna, January 25, 2012 - The Department of Physics, University of Bologna says that the contract signed in June 2011 between the Department of Physics and the EFA Ltd. (the company owned by Italian Andrea Rossi) was terminated because of failure to meet conditions to the terms. There's no relationship between the Department and the EFA Ltd. in connection with this contract. However, the Department of Physics has made available its experience and its equipment to carry out independent measurements on the production of heat by the equipment's e-cat in order to provide an answer to the entire scientific community and the general public about the phenomenon. The measurement results will be published. |
The Swedish website NyTeknik
was also told by the University of Bologna that they are willing to consider additional proposals for commissioned research into the E-Cat.
However, the University also pointed out that the Department of Physics is still available with its experience and equipment to carry out independent measurements on the production of heat by the E-cat. The University's Deputy President Dario Braga added that he is also open to new proposals for commissioned research on the technology.
Mats Lewan of NyTeknik has reported
that Andrea Rossi told him National Instruments has already met with the University of Bologna to discuss testing of the E-Cat technology.
Rossi told NyTeknik that, "the work of the University of Bologna has already started with meetings together with National Instruments to prepare the whole system analysis."
The Relationship Continues
Despite the fact that some of Rossi's detractors and competitors would like for the world to think his relationship with the University no longer exists, it does.
Just because there is not an active contract with the university, does not mean there is not a "relationship." Obviously, some sort of relationship had to exist for the University of Bologna and Leonardo Corporation to have participated in so many tests of the E-Cat during 2011. That relationship still exists.
If anything, we now know that the University of Bologna still has a willingness to test the E-Cat technology even without a formal commissioned contract, and they are open to potential future contractual relationships with Leonardo Corporation.
What is exciting to me is that Rossi has stated that National Instruments has had meetings with representatives of the University of Bologna to prepare for "full systems analysis." It seems like more testing of the E-Cat technology will take place in the future.
The Spin Cycle Stops Here
There is currently a campaign by Rossi's competitors and the hardcore cynics to "spin" every event that takes place during this saga. They try to twist every new event into a "disaster" for Andrea Rossi.
In summary, we know....
-- A relationship still exists between the University of Bologna and Leonardo Corporation
-- No relationship was lost, because the contract was never made active in the first place.
-- The university is still open to testing the E-Cat, just like they always have been.
-- They are open to future contractual relationships with Rossi.
-- National Instruments is already in talks with the University of Bologna about testing.
